How to read this data: In NIBRS, hate crimes are not a separate offense category. Instead, any offense (assault, vandalism, etc.) can be flagged with up to 5 bias motivations when the reporting officer determines the crime was likely motivated by the offender's bias. The bias is recorded at the offense level, not the incident level — so a single incident with multiple offenses can carry different bias types.
